A ceramic capacitor loses capacitance with applied voltage and with temperature. On some dielectrics the loss is severe enough that a rail decoupled on paper is barely decoupled at all.

A high-impedance meter will read a confident 80V on a disconnected conductor lying beside a live one. It is capacitive coupling, not a fault, and one button tells the difference.

Packaging is not an afterthought on a component order. It determines whether a pick-and-place machine can use the parts at all, and it is a real cost rather than a markup.
